The assessment is intended to provide evidence of competence when requested by officials in foreign waters. 

Assessment Prerequisite.

• BPC & IPC theory exam classroom evaluation. 
• Practical Assessment Examination, dock & water, boat handling & pilotage skills on a 45 ft  – Motor Cruiser, Twin Diesel Inboard.

Certification Requirements.

• US Sailing/Powerboat Membership.
• International Proficiency Certificate of Competence Passport.

US Sailing/Powerboat and (NASBLA) approved assessment, 

meeting all State, National and International boating 

education certificate standards.
